Mr. President,
We believe that examining such a complex security and human rights situation requires a comprehensive, holistic and evidence-based approach. The January unrest should not be examined in isolation from the developments and external pressures that preceded it.
A credible assessment must consider, among other factors, the twelve-day war imposed by the United States and Israel; publicly announced US plans to create dollar shortages and intensify economic pressure on Iran; reported US support for opposition groups; the provision of weapons to groups opposing Iran; statements by foreign officials—particularly US officials—encouraging or supporting anti-government protesters; and calls by elements of the Iranian opposition for people to take to the streets.
These factors do not diminish the importance of investigating any human rights violations committed during the unrest. Rather, they are essential to understanding its causes, dynamics and consequences.
We therefore call for a fair, rigorous and multidisciplinary assessment—one that identifies all actors whose actions contributed to the crisis, while also helping prevent such a tragedy from recurring.

ما بر این باوریم که بررسی چنین وضعیت پیچیده امنیتی و حقوق بشری، نیازمند رویکردی جامع، همه جانبه و مبتنی بر شواهد است. ناآرامی های ژانویه نباید جدا از تحولات و فشارهای خارجی پیش از آن بررسی شود.
یک ارزیابی معتبر باید از جمله عوامل زیر را در نظر بگیرد: جنگ دوازده روزه‌ای که توسط ایالات متحده و اسرائیل تحمیل شد؛ برنامه های علنی اعلام شده ایالات متحده برای ایجاد کمبود دلار و تشدید فشار اقتصادی بر ایران؛ گزارش های مربوط به حمایت آمریکا از گروه های مخالف؛ تأمین سلاح برای گروه های مخالف ایران؛ اظهارات مقامات خارجی — به ویژه مقامات آمریکایی — که مشوق یا حامی معترضان ضددولتی بودند؛ و فراخوان های عناصر اپوزیسیون ایرانی برای حضور مردم در خیابان‌ها.
این عوامل اهمیت بررسی هرگونه نقض حقوق بشر در جریان ناآرامی‌ها را کاهش نمی‌دهد. بلکه برای درک علل، پویایی ها و پیامدهای آن ضروری هستند.
از این رو، ما خواستار یک ارزیابی منصفانه، دقیق و جامع هستیم؛ ارزیابی‌ای که همه بازیگرانی را که اقداماتشان در شکل گیری این بحران نقش داشته شناسایی کند و در عین حال به پیشگیری از تکرار چنین فاجعه ای کمک نماید.
