Mr. President,
While trafficking in women and girls remains a serious concern, efforts to address this phenomenon should not be limited to its immediate manifestations. Greater attention should also be paid to broader patterns of conduct that place women and girls at risk and undermine their fundamental rights.
Recent invasion by the US and Israel against Iran, carried out in violation of the Charter of the UN, has resulted in civilian deaths, psychological trauma, destruction of civilian infrastructure, and severe disruption of daily life for countless women and girls. Even where such situations do not lead to trafficking, they nevertheless inflict profound harm upon populations whose rights the international human rights system seeks to protect.
Against this background, could the Special Rapporteur elaborate on how her mandate may contribute to addressing the human rights consequences of unlawful uses of force against women and girls? Furthermore, does she consider that States whose military actions violate international law and cause widespread harm to women and girls should bear greater accountability within the framework of international human rights protection?

اگرچه قاچاق زنان و دختران همچنان موضوعی جدی و نگرانکننده است، تلاشها برای مقابله با این پدیده نباید صرفاً به نمودهای مستقیم آن محدود شود. همچنین باید به الگوهای گستردهتر رفتاری که زنان و دختران را در معرض آسیب قرار میدهند و حقوق بنیادین آنان را تضعیف میکنند، توجه بیشتری شود.
تجاوز اخیر آمریکا و اسرائیل علیه ایران که در نقض منشور ملل متحد صورت گرفت، به کشته شدن غیرنظامیان، آسیبهای روانی، تخریب زیرساختهای غیرنظامی و اختلال شدید در زندگی روزمره بیشمار زن و دختر منجر شده است. حتی در مواردی که چنین شرایطی به قاچاق انسان منتهی نمیشود، همچنان آسیبهای عمیقی به همان جمعیتهایی وارد میکند که نظام بینالمللی حقوق بشر در پی حمایت از حقوق آنان است.
در این چارچوب، آیا گزارشگر ویژه میتواند توضیح دهد که مأموریت ایشان چگونه میتواند به رسیدگی به پیامدهای حقوق بشری ناشی از توسل غیرقانونی به زور علیه زنان و دختران کمک کند؟ همچنین، آیا ایشان بر این باور است که دولتهایی که اقدامات نظامی آنان ناقض حقوق بینالملل بوده و موجب آسیبهای گسترده به زنان و دختران میشود، باید در چارچوب نظام بینالمللی حمایت از حقوق بشر پاسخگویی بیشتری داشته باشند؟
